He returned soon after with the Jedi (Luke and Anakin Skywalker) who had been meditating and weren't too pleased about being disturbed. But they immediately saw that it wasn't for nothing.

Mulder: The Monsters were being packed up for safe keeping until they could be stored, but someone loosened their caging enough for them to escape.
